The Topic Centre carried out a preliminary assessment of the EU Commission’s proposal to include a new Article (11) in the revised Waste Framework Directive. This article gives the conditions to be met and the procedure to be followed for decision making on when wastes cease to be waste (end-of-waste). The report presents the evaluation of the potential environmental and socio-economic impacts of this amendment. A similar study assessed the impacts from the proposed revocation of the requirement to prioritise regeneration of waste oils over energy recovery through incineration.
