The aim of the Guideline is to provide a proposal for a state-of-the-art guideline for cost-benefit analysis in the waste management sector. Another aim is to provide insights from Life Cycle Assessment in order to improve the system analysis and the assessment of environmental effects in CBA. The Guideline has been written with a view to helping CBA practitioners, staff members in public (European, national and local) administrations, and staff members in public and private companies in the waste and resource management sector. The Guideline is structured according to the typical stages of a CBA - under the different stages, the choices to be made are described and recommendations given where possible.
