CRI was subcontratced by UNEP's Europe office during Autumn 2009 to lead the production of a background paper for UNECE’s 4th Regional Implementation Meeting on Sustainable Consumption and Production that took place in Geneva on 1-2 December 2009. The objective of the 4th RIM meeting was to develop the UNECE area (north America and Pan-Europe) inputs to the UN Commission for Sustainable Development’s 10 Year Framework of Programmes on SCP that was discussed at UNCSD 18 in New York in May 2010. The other consultants contracted to provide input to the background paper were the Regional Environment Centre (REC), Hungary and the joint UNEP/WI centre on SCP (CSCP). The aim of the background paper was to give an overview of the extent to which SCP policy and policy instruments have been adopted in the UNECE region. The paper begins by outlining a framework for mapping out SCP related policy. It then goes on to give an overview over the focus of policy and policy instruments that have been adopted by theme and region across the UNECE area and to identify regional gaps in policy adoption and implementation. These gaps provide a potential focus for the 10YFP in the UNECE area. In addition the paper provides two annexes providing a non-exhaustive list of SCP policy and policy instruments by region and theme, providing details of each initiative.
