The Institute for Waste Affairs (INR) lead the development of the waste data management system (SGIR).

Overall aim of the system is enable the Institute to manage the large amount of information on products and waste that it receives and processes, promoting the management of waste towards its reduction, reuse, recovery and disposal, in order to execute the national policy on waste.

Information made available through SGIR is based on data reported from the external agents, producers of goods, producers of waste, waste management operators and the integrated waste management entities. The reporting of data in the shape that is proclaimed by the SGIR is mandatory in some cases and the outcome of an agreement established between the INR and some agents (the waste management operators, for example) in other cases.

In the scope of waste management activities, industrial and non urban waste management operators have to complete an annual registry in order to operate, and present the data on the waste processed and treated. The same principle applies to transboundary shipment of waste operations.
The data is inserted by the respective external agents directly in the SGIR, through an online access to the different waste and waste management activities’ forms, that derive fundamentally from legal obligations to present information but also from the agreement between the INR and some external agents.

The SGIR is structured as followed:

  • municipal solid waste – the municipal collection systems reports data
  • industrial waste – industrial units reports data on Industrial production and waste generated
  • packaging – packaging distributors/retailers reports data
  • batteries and accumulators – holders of such equipment reports data
  • equipments with PCB’s – holders of such equipments reports data
  • waste management operators – such operators reports data
  • transboundary shipments of waste
