Romania

The National Environmental Protection Agency, Romania

The National Environmental Protection Agency (NEPA) was founded in 2004 and is the authority responsible with the management of the all environmental databases (including the data base on waste) and elaboration of the country reports on the state of environment.
NEPA reports in different form to the Ministry of Environment and Sustainable Development Ministry (MESD) and to international bodies like Eurostat, European Commission and the Basel Convention Secretariat.

Questionnaires are usually sent to waste producers, waste management companies (operators) and municipalities in each county/judet in Romania by the 42 local Environmental Protection Agencies (EPAs). The waste producers, waste management companies (operators) and municipalities reports back to the local EPAs, where data are stored in counties databases. The EPAs submit the data to the National Environmental Protection Agency (NEPA) in electronic format, where they are processed (NEPA verifies/ validates the received data and elaborates national reports).

Finally, reports are sent to MESD and Statistical Institute and - at request - to international bodies, like EU and BCS.

Hazardous waste is reported together with other waste (except medical waste). Medical waste is reported separately by Ministry of Health and its units, whereas military waste is reported to a separate database.
