Hungary

Waste Information System (HIR)
Ministry of Environment

In Hungary, there exists a National Environmental Information System (the OKIR) which collects, manages and registers data on environment, and it is used to observe the state and the use of the nature. A number of subsystems of OKIR exist such as the Waste Information System (HIR).

The core body in the waste data collection is the Central Environmental Body (CEB), which both collects and stores the data and reports to ministries and the public.

Waste collectors and waste operators reports directly to the CEB, whereas waste generators (companies and municipalities) report data on non-hazardous waste and hazardous waste to inspectorates.

The inspectorates report to the CEB after having controlled the received data. Waste data from medical institutions and doctors are reported to the Ministry of Health. Afterwards these are reported to the CEB.

Data on generation of waste (amount/year) and how non-hazardous waste and hazardous waste is handles (amount/year) is reported.

The Central Statistical Office carries out regular surveys on municipal waste. It commissions the regional statistical offices to send a questionnaire to all the municipalities and the enterprises dealing with municipal waste collection and treatment.

The regional environmental inspectorates feed the results of their monitoring activity into regional registers, which provide the basis for the national environmental protection information system. The inspectorates also compile data on the number of licenses issued, and report on implementation and legislation problems.

In HIR, data and information about municipal policy, data concerning municipal solid and liquid waste are available as well as the data collected by the Central Statistics Office.
Figure gives an overview of the organisational responsibilities for the collection of data to HIR.

There has been defined some limits for reporting obligations. It is only waste generators, with more than 10 employees, which generate either more than 200kg/year of hazardous waste or more than 2000 kg/year non-hazardous waste or more than 5000 kg/year construction and demolition waste.
