Estonia

Waste Information System (HIR)
Ministry of Environment

In Estonia exists a Waste Data Management System (WDMS).

The aim of the system is to enable the Estonian Ministry of Environment (EME) to meet the EU reporting requirements, ensure controlled disposal of waste and set EU-compatible policies for the waste management sector.

The Waste Data Management System (WDMS) is a web-based environment for the calculation of waste generated and managed in Estonia as well as imported from or exported to elsewhere. The system allows enterprises, environmental services, and the Estonian Environmental Information Centre (EEIC) to submit and check waste reports and draft national and international reports.

There exits a number of actors in relation to the Estonian waste data management system (WDMS). These actors are the
• the administrator (Estonian Environment Information Centre),
• the verifiers (County Governments),
• the reporters (waste producers and waste treatment plants).

The WDMS will support development of the annual waste statistics published by the Estonian Environmental Information Centre (EEIC) and it will support the counties in:
• Collection of waste data from the waste producers
• Analysing the collected waste data
• Development of waste management plans at county level with objectives for waste management

The WDMS includes information about:
• Type of waste produced and handled in Estonia
• Amount of waste
• Origin of waste
• Persons dealing with waste handling
• Waste handling sites for waste disposal
• Imported-exported waste

The Figure shows the overall data flow of the WDMS with data being collected from waste producers and waste treatment plants by the counties and reporting to EEIC for further processing and dissemination.
